Dr. Delton Young is a forensic and clinical psychologist licensed in Washington State and Oregon and is a partner at Interlake Psychiatric Associates, PLLC, a child/adolescent psychiatry clinic located in Bellevue, Washington. Dr. Young served on the clinical faculties at the Harvard Medical School Department of Psychiatry for nine years and the University of Washington Department of Psychiatry and Behavioral Sciences for five years. He is the author of numerous publications in professional journals in psychiatry and psychology and the textbook, Wayward Kids: Understanding and Treating Antisocial Youth, published in 1999 by Jason Aronson, Inc.
Dr. Young has been in clinical practice for 28 years and private practice for 24 years. He was first licensed in Massachusetts in 1984 and subsequently in Oregon and Washington. His avocation is mountain climbing and nature photography; several of his photographs are included on the website. He worked for many years as a professional mountain guide in North America, South America, Africa and Asia leading mountaineering treks and climbing expeditions.

Dr. Young conducts Forensic Evaluations and Clinical Evaluations:
Forensic Evaluations are those conducted for, or in anticipation of legal or administrative proceedings. Forensic evaluations are those whose purpose is to answer questions of a legal or administrative nature, for example, in criminal proceedings or family law matters. Dr. Young conducts evaluations of juveniles and adults in criminal proceedings. The questions for such evaluations involve matters of competency to stand trial, mental status at the time of an alleged offense, risk assessment, competency to waive Miranda rights, and others. He also conducts forensic evaluations in other areas such as family law matters (e.g., child custody parenting evaluations) and education law matters.
Referral for forensic evaluation usually comes from an attorney involved in the case. For example, a defense attorney or prosecutor may seek expert evaluation of a defendant. In matters of family law, typically the attorney for each of the parties will agree upon an evaluator. A guardian ad litem also may make such a referral. Dr. Young does not conduct forensic evaluations of individuals who are self-referred or not represented by legal counsel.
Forensic evaluations cannot be billed to medical insurance plans. This is because the purpose of the evaluation is not medical or clinical necessity but, rather, legal or administrative.
Clinical Evaluations are those conducted to address clinical questions such as psychiatric diagnosis and the most appropriate treatment. Clinical evaluations typically are conducted in response to a referral from a psychiatrist, therapist, or other clinical professional. Dr. Young evaluates children (above age 7), adolescents, and adults. The primary aim of clinical evaluation is to clarify the diagnosis. This involves determining as closely as possible what conditions are present, as well as what conditions are not present. Treatment recommendations follow from a full assessment of the individual’s strengths as well as his/her difficulties. Dr. Young works closely with the referring doctor or therapist to devise a promising treatment plan. In some cases, he will refer the individual/family on for a different kind of evaluation (for example, neuropsychological evaluation). Dr. Young has served for many years on the attending staff at Fairfax Hospital in Kirkland and the Overlake Hospital in Bellevue.
Clinical evaluations can be billed to insurance in some cases. Dr. Young does not contract or work with most medical insurance plans, and the patient/family must pay the costs directly. In most cases, however, medical insurance plans will reimburse the policy holder some proportion (usually from 50-80%) of the paid fees. We will provide you with billing sheets with the procedure codes, and diagnostic codes to send in to the insurance plan. Our office staff can answer any questions you may have about billing procedures.
